Global Broadband CPE Shipments Set for Recovery in Q2 2026 as PON Demand Strengthens
The global broadband customer-premises equipment market is showing signs of a steady rebound in 2026, supported by improving demand for fiber-based connectivity and continued investment in passive optical network equipment. After a challenging period marked by inventory corrections and softer operator spending, the broadband CPE industry appears to be entering a gradual recovery phase.
Worldwide broadband CPE shipments reached an estimated 44.4 million units in the first quarter of 2026, representing a 1.9% increase compared with the same period a year earlier. Momentum is expected to improve further in the second quarter, with global shipments projected to rise to 45.32 million units, up 3.4% year over year.
This growth suggests that telecom operators and broadband service providers are beginning to resume equipment deployment, particularly in markets where fiber broadband expansion and network upgrades remain key priorities. PON CPE continues to play an important role in supporting shipment growth as demand for faster, more reliable fixed broadband services remains strong.
However, while shipment volume is improving, revenue growth remains more limited. Global broadband CPE production value reached approximately US$3.3 billion in the first quarter of 2026, reflecting only a modest 1.5% annual increase. The gap between unit shipment growth and production value growth indicates that average selling prices remain under pressure across the industry.
This pricing pressure is likely tied to intense competition, product mix changes, and continued demand for cost-efficient equipment from telecom operators. Even as more units are shipped, manufacturers are facing challenges in improving margins, especially in highly competitive product categories.
Taiwanese broadband CPE manufacturers are experiencing a different trend from the broader global market. In the first quarter of 2026, Taiwan-based makers shipped around 15.44 million broadband CPE units, down 7.1% year over year. This decline contrasts with the overall market recovery and highlights structural challenges facing Taiwan’s broadband equipment supply chain.
One of the main reasons for this divergence is the strength of PON CPE demand in China. While China remains a major market for fiber broadband equipment, local suppliers dominate much of the country’s PON CPE supply chain. This limits opportunities for Taiwanese manufacturers and reduces their ability to benefit from the broader recovery in global shipments.
As a result, the global market is expanding while Taiwan’s share remains under pressure. The situation reflects a shift in competitive dynamics, with regional supply chains and local procurement strategies playing a growing role in broadband equipment production and distribution.
The broader broadband CPE market outlook for 2026 remains cautiously positive. Rising demand for fiber broadband, ongoing network upgrades, and the continued transition toward higher-speed home connectivity are expected to support shipment growth. PON CPE is likely to remain one of the strongest contributors, especially as operators continue replacing older broadband technologies with fiber-based solutions.
At the same time, manufacturers will need to navigate pricing challenges, changing customer demand, and regional competition. Shipment volume may continue to recover, but profitability will depend on product differentiation, technology upgrades, and the ability to secure contracts in key broadband markets.
Overall, the second quarter of 2026 is expected to confirm a gradual rebound for the global broadband CPE industry. Shipments are moving upward, PON equipment remains a major growth driver, and demand for high-speed broadband access continues to expand.
