Intel’s Panther Lake Core Ultra X9 388H Outpaces AMD’s Strix Halo at Low Power, Hinting at 2026 Handheld Gaming Supremacy

Early performance comparisons are painting an exciting picture for the next wave of handheld gaming hardware, and Intel’s upcoming Panther Lake platform is quickly becoming one of the most talked-about options.

In testing at lower power limits, the Intel Core Ultra X9 388H paired with Arc B390 graphics is consistently outperforming AMD’s Ryzen AI Max+ 395 “Strix Halo” APU with Radeon 8060S. That’s a big deal because power efficiency is one of the most important factors in handheld gaming consoles. These devices live and die by how much performance they can deliver while staying within tight wattage and thermal limits.

The results do come with an important caveat: once power draw climbs past around 30W, the Strix Halo setup begins to pull ahead. In other words, AMD appears to scale better when given more power headroom, which could make it more attractive for higher-wattage mini PCs or larger, better-cooled portable devices. But in the most common handheld-like scenario—where lower wattage matters most—Intel’s Panther Lake plus Arc B390 combination is shaping up to be a strong fit.

What further boosts Intel’s appeal for portable gaming is its support for the latest XeSS 3 features, including Multi-Frame Generation. This matters because frame generation technology can dramatically increase perceived smoothness and raise average FPS in supported games—often delivering the kind of uplift that makes demanding titles feel far more playable on compact hardware. Since Strix Halo doesn’t offer the same level of support for these newest XeSS capabilities, Panther Lake may have a practical advantage in real-world gaming, especially in titles that can take advantage of these modern upscaling and frame-gen features.

Putting it all together, the current outlook suggests Intel Panther Lake APUs with Arc B390 graphics could be standout performers for handheld gaming consoles, delivering strong low-wattage performance and modern gaming enhancements that translate into smoother gameplay where it counts most.
