According to the studio, the massive encounter took more than two years to develop and went through four major rebuilds before the team was satisfied with the final version.

The revelation came during CD Projekt Red’s AnsweRED podcast, where key members of the development team discussed how complex the Phantom Liberty boss fight became. While the studio did not reveal the exact cost of creating the encounter, the amount of time, iteration, and custom work involved suggests it was one of the most resource-heavy sequences in the expansion.

The Chimera battle stands out because it was not built like a standard enemy encounter. Instead of relying on existing systems, the team created a custom setup for the hexapedal military machine. The boss required its own rig, unique weapon loadouts, specialized behavior, and carefully scripted survival logic for both V and NUSA President Rosalind Myers.

Game director Gabe Amatangelo explained that the Chimera fight became a major meeting point for several different parts of the game’s development. Gameplay, narrative, art direction, and world-building all had to come together in one sequence, which made the process especially challenging.

At different stages, the encounter leaned too heavily in one direction. Sometimes it was too focused on gameplay, other times too centered on story, and at points it became more about visual spectacle than balance. Creative director Igor Sarzynski suggested that the Chimera may be one of the most expensive art assets ever created for Cyberpunk 2077 and Phantom Liberty. While that may not be an official budget statement, it reflects just how much effort went into building a single standout sequence.

The Chimera fight combines the expansion’s political thriller tone with Cyberpunk 2077’s chaotic combat and heavy sci-fi atmosphere.
