Telegram CEO Pavel Durov Faces Charges in France Over Child Abuse Content

French authorities have formally charged Telegram CEO Pavel Durov with facilitating illegal activities through his platform, including the distribution of child sexual abuse material and promoting online hate crimes. Durov was recently detained in France following the landing of his private jet near Paris. During his 96-hour detention under French law, the authorities imposed restrictions preventing him from leaving the country.

Durov’s arrest and the subsequent charges against him have garnered significant international attention. Both Russia and the UAE, where Durov also holds citizenship, have requested consular access following his legal troubles. The case has raised concerns in the tech industry regarding the broader implications for other companies. Notable industry figures, including Andy Yen of Proton, have expressed their opinions, with Yen calling the charges ‘insane’ and warning that this situation could permanently alter the perception of founders and investors.

French President Emmanuel Macron has emphasized that Durov’s detention and the charges are strictly a legal matter without any political motives. On August 26, Telegram took to social media to argue that platforms should not be held accountable for their users’ actions. The company asserted that it complies with EU laws and dismissed the allegations as ‘absurd’.

The initial charge against Durov is “complicity in managing an online platform to allow illicit transactions by an organized group.” Additional charges include lack of cooperation with French authorities and complicity in drug trafficking activities conducted via Telegram.

Telegram has seen significant growth since April 2020, adding 500 million new users to its base. However, the charges against Durov, which include “providing cryptology services aiming to ensure confidentiality without certified declaration” and multiple counts of “complicity” in alleged criminal activities conducted by Telegram users, have put the company under intense scrutiny.
