That response highlights one of the biggest challenges facing AI safety advocates. While many experts warn that frontier AI models could introduce serious risks if developed too quickly, national governments increasingly view artificial intelligence as a strategic asset. In that environment, calls for restraint can be difficult to sell, especially when global competition is intensifying.
At the same time, Chinese President Xi Jinping used the BRICS summit in New Delhi to promote a different vision for the future of AI. He proposed a China-led open-source artificial intelligence network aimed at supporting developing economies. The pitch positions China as a key technology partner for countries seeking access to AI tools without relying solely on Western systems.
The timing of these developments underscores how difficult it may be to create international limits on AI development. Any meaningful “AI speed limit” would likely require trust, transparency, and verification between major powers. But with Washington and Beijing both racing to shape the future of artificial intelligence, that kind of agreement appears increasingly unlikely.
Even the executive who originally supported the idea of pacing frontier AI development has acknowledged the challenge. A verifiable limit between the US and China may simply not be achievable in the current geopolitical climate.
